EEDI Bulletin «In the Same Boat»

A project of the East European Development Institute «Dialog with media – key to dialog between cultures», started with support from the Embassy of Norway in Ukraine in November 2007 publishes a monthly electronic bulletin “In the same boat”.  Later, this bulletin was supported by the International Organization for Migration (IOM) project ““Promoting Cultural Dialogue in Lviv and Zakarpattya Regions of Ukraine”, funded by the Government of Canada as represented by the Canadian International Development Agency (CIDA) through the Canada Fund for Local Initiatives (Canada Fund). Now it is part of a project "Made of the Same Dough", financed by the Embassy of Switzerland of Ukraine. We welcome you to read all the issues. This is a publication on issues of dialog between cultures and peoples both within one society or state as well as within one region or continent. We cover interesting topics, engage in debate and discussion on combating racism, anti-Semitism and xenophobia, currently under way in the world, ranging from state policies in this area to activities of international organizations, non-governmental sector and grassroots initiatives

How to detect and prevent "hate speech"

How can we think of a democratic state and society, where diversity of cultures is interpreted through the prism of xenophobia and racism? How to preserve the "ecology of language" and avoid spread of stereotypes about ethnic  minorities in the society? Such inappropriate terms as "negro", "gypsy", "zhyd" (derogatory form of Jew), which we often come across in both print and electronic media, can easily be changed into "Black", "Roma" and "Jews" respectively. The issue is how to prevent hate speech, while promoting diversity of cultures, respect to other nationalities and dialog of different cultures, at the same time not violating the principles of freedom of speech and expression? Results of an EEDI project,  called  «Dialog with media – key to dialog of different cultures - promoting  diversity and accountability of the media», supported by Matra-KAP program of the Royal Netherlands Embassy, are two publications, which have attempted to respond to the above questions: situational analysis - "Ecology of language in the context of the issue of diversity of cultures and the media" and "Key to understanding diversity" a manual for journalists, editors and top managers of media organizations. The manual has been prepared on the basis of "Diversity tool kit", published by the European Broadcasting Union's  Intercultural and Diversity group and the European Union's Agency for Fundamental Rights. These two publications were presented in Kyiv on November 24, 2008.

 Report - "Unheeded voices - problems of immigration, human rights and freedoms in Ukraine"

For the first time in Ukraine, 1200 persons of all nationalities - visible minorities, immigrants, foreigners, including refugees and asylum seekers as well as 697 foreign students studying in 11 cities of Ukraine were surveyed within the framework of an EEDI project "Giving voice to the voiceless", with support from the British Embassy and the Canada Fund for Local Initiatives. The survey covered issues ranging from health care, education, taxation and social protection, housing and sanitation, language and cultural needs, level of integration and adaptation to the Ukrainian society as well as level of human rights protection of the respondents, summarized into a report.  Conclusions and recommendations made in this report propose Ukraine to adjust and improve immigration policy within the framework of its international obligations and universal human rights values. Competition for journalists "Ecology of language in support of cultural diversity"

It is hard to overestimate the huge responsibility and accountability that journalists have in our society - as the saying goes, "pen is mightier than the sword" -  using the word, one may sow seeds of love or hatred and harm the society's health. In this year if intercultural dialog in Europe and Ukraine, with support from the Norwegian Embassy in Ukraine, EEDI conducted competition for journalists from print and electronic media, radio and television. On December 24, 2008 the winners were announced and the award ceremony took place. Dr. Vasyl Kostytsky, Head of the Ukrainian National Committee for the Protection of Ethical Standards, addressing the winners and participants, underescored the importance of adherence to ethical standards and morale in journalism and also highlighted the importance of cooperation of the Committee headed by him with civil society organziations. He gave the awards to the winners. The independent panel of jury included: Olexandr Pavlichenko, Director of the Information Office of the Council of Europe in Ukraine, Lyudmyla Gumenyuk, Executive Director, Media Reform Centre, Ievgen Minko, Editor-in-chief, journal “Telekrytyka” and Bogdana Kostiuk, international correspondent, Radio Svoboda. Decision of the jury determined the following winners in respective categories:

FARE Initiative (Football Against Racism in Europe), Action week October 16-28, 2008 in Ukraine

While Ukraine is busy organizing the Euro-2012 football meet, jointly with Poland, EEDI, for the second time since 2007, implemented the FARE initiative in Ukraine in partnership with Fan club of FC Dynamo and "Nigdy Wiecej" (Never Again) in Poland. A sticker showing red card to racism and a flyer with information on the campaign was distributed among fans of leading football clubs of Ukraine, during the matches held in Ukraine under the slogan "Football against Racism". You may or may not be a football fan. Yet, know more about the democratic spirit of football and join the campaign by downloading the sticker and the flyer. Spread the message wide among friends and kids. You will help fight racism not only in football and in sports but in the society as well. 


International Day of Non-Violence in Ukraine on October 2, 2008

On October 2, 2008 two documentary films on Mahatma Gandhi were shown at Budynok Kino in Kyiv, attracting more than 300 people. This event, marked the International Non-Violence Day, was held jointly with the Embassy of India for the second time. On October 2, 2007,  a round table discussion «An Eye for an Eye Makes Everyone Blindthe philosophy and message of non-violence of Mahatma Gandhi today», was held in Kyiv jointly with the Embassy of India to celebrate the 1st International Day of Non-Violence in Ukraine. On June 15, 2007 the UN General Assembly unanimously adopted a resolution to observe October 2 every year as the “International Day of Non-Violence”. To mark the 1st International Day of Non-Violence, a number of events were held at the UN Headquarters in New York , including a special plenary session of the UN General Assembly. Participants in the Kyiv Round table included policy makers, representatives of the UN and the diplomatic corps in Ukraine, Ministry of Foreign Affairs of Ukraine, academia, politicians, experts on India, oriental studies, representatives of NGOs, civil activists and journalists.

«SAY NO TO RACISM AND XENOPHOBIA IN UKRAINE

On June 26, 2007, about 300-400 people, Ukrainians and foreigners, celebrities and common people, seniors and youth, on the eve of the Day of the Constitution of Ukraine, walked up to the Secretariat of the President of Ukraine to deliver a Petition to the President, demanding an end to growing racist attacks on people in Ukraine, and appealed to him as the guarantor of the Constitution to help fight the rising trends of racism and xenophobia, defend the Constitution of Ukraine and universal human rights and freedoms in Ukraine. The aim of the participants was not just to draw the attention of the President of Ukraine, but also to remind everyone, including public office holders, of the need to honor fundamental human rights and international obligations of Ukraine. «An Eye for an Eye Makes Everyone Blindthe philosophy and message of non-violence of Mahatma Gandhi today»

Within the EEDI program on Peace, Tolerance and Dialog of Cultures, on February 19, 2007,  a round table discussion «An Eye for an Eye Makes Everyone Blindthe philosophy and message of non-violence of Mahatma Gandhi today», dedicated to the 60th  Anniversary of the Independence of India and the Centenary of the Satyagraha Movement was held in Kyiv. Participants were experts on India , oriental studies, representatives of NGOs, Ministry of Foreign Affairs of Ukraine, academia, politicians, civil activists and journalists.

Systemic Reform, Elections and Individual Rights and Freedoms in Ukraine

Overall public outrage following the 2004 Presidential elections in Ukraine that evolved into democratic peaceful “Orange Revolution” have been a turning point in the further development of Ukraine as a state and society. The ultimate victory of free and fair choice of the individual during the re-run of the second round raised more hopes for a qualitatively high level of democracy, where rights and freedoms are protected, boundaries, relationship and scope of authority between politics and administration are clearly drawn, chances of power and budgetary resources abuse are minimized – something the past 14 years of reform failed to guarantee. However, despite efforts by authorities to meet these expectations, Constitutional Reform that came into force in 2006 (often termed as political reform, leading to radical systemic change from a presidential system of governance into a parliamentary democracy) and the aftermath of the March 2006 parliamentary elections are two events that are still tormenting the political scene, with long-lasting implications in the area of human rights and freedoms. Therefore, general public's high expectation about what the state should deliver should be viewed in the context of these two events.

People and Governance: Topical issues for Ukraine

During 2004-2005, a research project undertaken as a follow up to the earlier project “Human Rights and Freedoms in Ukraine ”, focused on the perceptions and activities of government officials, that is, how the various levels of state institutions of Ukraine approach their day-to-day dealings with citizens. Interviews with governmental and nongovernmental actors and individual citizens examined topics like: the ability of these institutions to maintain their independence from politics: the institutions’ own beliefs about how they are viewed by citizens; citizens' capacity to appeal to government institutions for aid, including mechanisms of redress; the institutions' openness to citizen demands; and the role of policy analysis and think tanks in institutions’ decision-making processes etc. These results are summarized into this report, which is part of the project “FOSTERING STATE-SOCIETY RELATIONS” implemented jointly by the Ukrainian-American Bureau for the protection of Human Rights and East European Development Institute with financial support from the National Endowment for Democracy, USA

Ukrainian and Russian versions were published with financial support from the International HIV/AIDS Alliance in Ukraine, within the framework of the program “Overcoming HIV/AIDS Epidemic in Ukraine” supported by the Global Fund to Fight AIDS, Tuberculosis and Malaria” from October 15, 2004 till November 30, 2006. The Bulletin also received technical assistance from the EEDI project “Health and Life: HIV/AIDS prevention through Information”, funded by the European Commission from January 10, 2005 till January 10, 2006.


"HUMAN RIGHTS AND FREEDOMS IN UKRAINE"  

A report based on a nationwide survey has been prepared by the EEDI with support from the Ukrainian-American Bureau for the Protection of Human Rights, funded by National Endowment for Democracy, USA. A similar study was conducted for the first time in Ukraine five years ago in 1999 by the Institute of Politics, an Ukraine-based NGO, with support from UNDP, Ukraine. The results of this 2003-2004 survey shows interesting changes and tendencies, both positive and negative.

EEDI's PROJECT "STRENGTHENING CITIZEN'S ROLE AS THE TAXPAYER, THE VOTER AND THE PERSON" is supported by a grant from the Institute of Sustainable Communities/Ukraine Citizens' Action Program (a project of USAID). The goal of the project is, on one hand to enhance the quality of democracy, to raise responsiveness and awareness of the individual and civil society on human rights and freedoms during interaction with the state in their capacity as taxpayer, voter and the person. On the other hand, another goal of the project is to promote the political culture of accountability and awareness of the state bodies. At the end of the day, the fact is that the taxpayer, the voter and the person is the ultimate source of power state bodies have to answer to.
